Leads a team of Compliance Analysts, the Reliability Compliance team, District Standard Owners, and subject matter experts in the design, implementation, and administration of compliance program policies and practices to ensure District wide compliance with North American Electric Reliability Corporation (NERC) and the Western Electricity Coordinating Council (WECC) reliability standards as they relate to the District’s Bulk Electric System. Develops, communicates, and implements policies, processes, procedures and internal controls. Oversees data collection and retention. Performs internal reviews and investigations. Participates in regional or national forums, and promotes the District’s position within the power industry and regulatory agencies.

1.EF 35% Responsible for building effective teams and supervising an effective workgroup. Provide clear work direction and priorities. Develop department short and long range work plans and contribute to business unit plans. Monitor progress on those plans. Hire, train, mentor, discipline, and evaluate employees.
2.EF 15% Oversee the monitoring and documentation of compliance activities. Ensure up-to-date evidence of compliance is being maintained. Manage special projects and outside consultants as needed.
3.EF 15% Interpret compliance standards. Collaborate with subject matter experts. Provide technical expertise and leadership to staff. Identify and resolve complex issues. Implement standard practices and procedures. Approve, propose and implement policy and process changes.
4.EF 15% Identify risks and problem areas and report findings to management and the Chief Compliance Officer. Conduct investigations into potential violations. Direct, implement and lead District external compliance audits.
5.EF 10% Prepare documents, reports and responses to compliance inquiries. Responsible for overseeing or preparing timely submittals, forms and reports required by regulatory agencies.
6.EF 10% Track federal laws and regulations that could affect electric reliability standards and inform management of potential or actual changes affecting the utility. Participate in regional and/or national forums related to compliance and reliability of the bulk electric system. Participate in working groups, subcommittee and tasks forces as needed. Establish and maintain relationships with regional power industry professionals and reliability compliances agencies.
Supervises approximately five (5) employees in the Reliability Compliance department. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Post-Secondary Education: Typically requires a Bachelor’s Degree (B. S., B. A.) in a business, engineering, or public administration or the equivalent education, experience and training that provides the required knowledge, skills and abilities.
Experience: Typically requires a minimum of four (4) years of progressively responsible experience in electric utility system operations, engineering, planning, or reliability compliance. Also typically requires a minimum of two (2) years experience in a supervisory role directing the work of others.
Background Screening: Pursuant to the North American Electric Reliability Corporation (NERC) standards, Chelan County Public Utility District #1 conducts background screening of personnel who have access to the District's critical physical and/or cyber assets.
Compensation & Benefits In addition to a competitive salary range of $108,375 - $144,500 (based on qualifications, skills and abilities), Chelan PUD employees also enjoy outstanding benefits which include the option of a zero cost medical plan (medical, dental and vision for all eligible dependents), short and long-term disability, Washington State Public Employee's Retirement System, Deferred Compensation (with company matching funds up to 5%), 11 holidays and initial personal leave accrual at 21 days per year.
