CAEC PRO (Virtual): Job Order Contracting (JOC) Best Practices Guidelines

Job Order Contracting Best Practices Guidelines

•   The Job Order Contracting (JOC) Best Practices Guidelines focus on the JOC project delivery as regulated by Chapter 39.10 RCW, which is administered by the Capital Projects Advisory Review Board (CPARB) and applies to all public bodies in Washington State.

•   This best practices guideline is intended to provide public owners and contractors information on overall methods and processes in procuring, awarding and managing a typical Job Order Contract (JOC) that have been successful for many Washington State public agencies

JOC BPG Presenters and Bios

Eric Lindstrom, FORMA Construction

Eric is the Chief Operating Officer for FORMA.  He has been in the industry since 1999 and holds degrees in construction management and business administration from Washington State University.  Forma Construction was established in 1985 and targets public work projects in the four delivery methods of DBB, GCCM, Progressive DB and JOC.  We currently have projects all along the I-5 corridor from Vancouver to Bellingham and have offices in both Olympia and Seattle to serve the entire western Washington region. 

Quinn Dolan, Centennial Contractors Enterprises, Inc

Quinn is the Project Executive for the Northwest Operations for Centennial. He has been with Centennial since 1999. Centennial is a leader in performance-based construction services with special emphasis in Job Order Contracting (JOC). Quinn is the Vice Chair for the Job Order Contract Evaluation Committee.

Linda Shilley, Pierce Transit

Linda has been employed in Public Procurement in Washington State since 1988. She currently works as Procurement Manager for Pierce Transit.  Job Order Contracting, GC/CM and Unit Price Contracting methods are valuable in accomplishing the small, large, and diverse public works projects at Pierce Transit. Linda is currently the Capital Projects Advisory Review Board (CPARB) JOC Evaluation Committee Co-Chair.
